Joint resolution ratifying the purchase of Solacom 9-1-1 Guardian equipment and professional services from Comtech Solacom Technologies, Gatineau, Quebec, Canada, in an estimated total amount of $1,328,530 to support the Regional Operations Communications (ROC) Facility.
Staff Summary
* As part of the Public Safety Answering Point (PSAP) consolidation efforts, the PSAP Consolidation Committee supports continued use of the Solacom 9-1-1 system and the addition of an IP based PBX to be installed at the Regional Operations and Communications Facility (ROC) supporting the 9-1-1 center, Emergency Management Agency, administrative areas and LakeComm operations.
* The Emergency Telephone System Board (ETSB) currently uses the Solacom 9-1-1 System to successfully process 9-1-1 emergency calls.
* ETSB identified a cooperative purchasing contract with Comtech Solacom Technologies, through Houston Galveston Area Council (HGAC) to procure and install the equipment that was competitively solicited and awarded.
* Pursuant to Section 33.115 of the Lake County Purchasing Ordinance, Cooperative Joint Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered between the participants.
* ETSB submitted the request for approval at their recent board meeting on January 9, 2024.
* Funding for this purchase is provided by ETSB.
