Title

Joint resolution ratifying the purchase of Solacom 9-1-1 Guardian equipment and professional services from Comtech Solacom Technologies, Gatineau, Quebec, Canada, in an estimated total amount of $1,328,530 to support the Regional Operations Communications (ROC) Facility.

 

Staff Summary

                     As part of the Public Safety Answering Point (PSAP) consolidation efforts, the PSAP Consolidation Committee supports continued use of the Solacom 9-1-1 system and the addition of an IP based PBX to be installed at the Regional Operations and Communications Facility (ROC) supporting the 9-1-1 center, Emergency Management Agency, administrative areas and LakeComm operations.

                     The Emergency Telephone System Board (ETSB) currently uses the Solacom 9-1-1 System to successfully process 9-1-1 emergency calls.

                     ETSB identified a cooperative purchasing contract with Comtech Solacom Technologies, through Houston Galveston Area Council (HGAC) to procure and install the equipment that was competitively solicited and awarded.

                     Pursuant to Section 33.115 of the Lake County Purchasing Ordinance, Cooperative Joint Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered between the participants.

                     ETSB submitted the request for approval at their recent board meeting on January 9, 2024.

                     Funding for this purchase is provided by ETSB.

RESOLUTION

 

WHEREAS, as part of the Public Safety Answering Point (PSAP) consolidation efforts, the PSAP Consolidation Committee supports continued use of the Solacom 9-1-1 system and the addition of an IP based PBX to be installed at the Regional Operations and Communications Facility (ROC) supporting the 9-1-1 center, Emergency Management Agency, administrative areas and LakeComm operations; and

 

WHEREAS, the Emergency Telephone System Board (ETSB) currently uses the Solacom 9-1-1 System to successfully process 9-1-1 emergency calls; and

 

WHEREAS, ETSB identified a cooperative purchasing contract with Comtech Solacom Technologies, through Houston Galveston Area Council (HGAC) to procure and install the equipment that was competitively solicited and awarded; and

 

WHEREAS, pursuant to Section 33.115 of the Lake County Purchasing Ordinance, the County Purchasing Division has identified a competitively solicited and awarded cooperative purchasing contract for telecommunication services offered by Axon, Scottsdale, Arizona through Houston Galveston Area Council (H-GAC); and

 

WHEREAS, ETSB submitted the request for approval at their recent board meeting on January 9, 2024; and

 

WHEREAS, funding for this purchase is provided by ETSB.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the agreement entered into by the Lake County Emergency Telephone System Board with Comtech Solacom Technologies of Gatineau, Quebec, Canada for Solacom 9-1-1 Guardian equipment and professional services in the amount of $1,328,530 to support the Regional Operation Communications (ROC) Facility has been ratified.
