* Professional services are needed to develop and evaluate options for a Lake County Wellness Care and Drop Off resource related to providing law enforcement a mechanism to deflect persons from jail and emergency departments and reduce the thousands of hours that 41 municipal police agencies across Lake County spend to transport low level and nuisance offenders in crisis.
* A wellness drop off resource allows police officers to return to patrol duties quickly and provides the individual with a mental health assessment and referral to treatment.
* Lake County issued Statement of Interest Number 19024 that included the County's desire to contract with an architecture and engineering firm to provide architectural/engineering design services for the wellness care and drop-off center study.
* Notices were sent to 60 firms; responses were received from five firms.
* In accordance with the Local Government Professional Services Selection Act, a selection Committee evaluated all firms, then selected and interviewed three firms.
* Wold was determined to be the most qualified and negotiations were conducted. It is in the best interest of the County to enter into a contract with Wold in the amount of $99,000.
* The scope of services includes project visioning, research, programming, facility analysis, site evaluation, conceptual design documents and budgeting.
* This project was included and budgeted as part of the Fiscal Year 2019 Capital Improvement Program.
