                     Professional services are needed to develop and evaluate options for a Lake County Wellness Care and Drop Off resource related to providing law enforcement a mechanism to deflect persons from jail and emergency departments and reduce the thousands of hours that 41 municipal police agencies across Lake County spend to transport low level and nuisance offenders in crisis.

                     A wellness drop off resource allows police officers to return to patrol duties quickly and provides the individual with a mental health assessment and referral to treatment.

                     Lake County issued Statement of Interest Number 19024 that included the County’s desire to contract with an architecture and engineering firm to provide architectural/engineering design services for the wellness care and drop-off center study.

                     Notices were sent to 60 firms; responses were received from five firms.

                     In accordance with the Local Government Professional Services Selection Act, a selection Committee evaluated all firms, then selected and interviewed three firms.

                     Wold was determined to be the most qualified and negotiations were conducted. It is in the best interest of the County to enter into a contract with Wold in the amount of $99,000.

                     The scope of services includes project visioning, research, programming, facility analysis, site evaluation, conceptual design documents and budgeting.

                     This project was included and budgeted as part of the Fiscal Year 2019 Capital Improvement Program.

R E S O L U T I O N

 

WHEREAS, the County desires to contract with an architecture and engineering firm to provide architectural/engineering design services for the wellness care and drop-off center study; and

 

WHEREAS, the Lake County Purchasing received and evaluated Statements of Interests from five professional firms of which three were short-listed; and

 

WHEREAS, Lake County, has selected Wold Architects and Engineers, in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq

 

WHEREAS, Wold Architects and Engineers will provide complete Architectural, Engineering and Consulting services including; project visioning, research, programming, facility analysis, site evaluation, conceptual design documents and budgeting; and

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the Purchasing Agent is authorized and directed to execute on behalf of Lake County, an agreement, and any amendments, between Wold Architects and Engineers, Palatine, Illinois, in the amount of $99,000, for Architectural/Engineering Design Services for the Wellness Care and Care Drop-Off Center Study.
