RESOLUTION

WHEREAS, after a 12-year tenure on the Lake County Board, David B. Stolman was elected in 2014 to serve the residents of Lake County as Treasurer; and

WHEREAS, David B. Stolman received his bachelor's degree in political science from the University of Illinois at Urbana-Champaign and a Juris Doctor degree from DePaul University Law School; and

WHEREAS, David B. Stolman championed transparency and efficiency in his office; and

WHEREAS, David B. Stolman prioritized the modernization of the Treasurer's Office by expanding the number of banks that would accept property tax payments directly, and upgrading the Treasurer's Office website to simplify the payment process for constituents; and

WHEREAS, David B. Stolman carefully curated the County's investments, collecting millions of dollars on behalf of taxing bodies and developing an investment strategy that maximizes returns while safeguarding taxpayer money; and

WHEREAS, David B. Stolman negotiated a lower convenience fee of 2.15 percent on credit card transactions for property tax payments; and

WHEREAS, David B. Stolman and his office cross-trained staff to enhance efficiency and foster a culture of excellent customer service; and

WHEREAS, utilizing innovative methods, including revamping of the Treasurer's prepayment process, David B. Stolman and his staff accepted and processed more than 22,000 property tax prepayments estimated at $269 million in December 2017 prior to the enactment of the 2018 SALT Deduction Cap. These funds were invested, earning more than $1.275 million in interest which was distributed to the appropriate taxing bodies, of which Lake County's share was $100,000; and

WHEREAS, David B. Stolman prided himself on being a true public servant, and made himself available to residents at community events and at the Treasurer's Office; and
