Body

RESOLUTION

 

WHEREAS, after a 12-year tenure on the Lake County Board, David B. Stolman was elected in 2014 to serve the residents of Lake County as Treasurer; and 

 

WHEREAS, David B. Stolman received his bachelor’s degree in political science from the University of Illinois at Urbana-Champaign and a Juris Doctor degree from DePaul University Law School; and

 

WHEREAS, David B. Stolman championed transparency and efficiency in his office; and

 

WHEREAS, David B. Stolman prioritized the modernization of the Treasurer’s Office by expanding the number of banks that would accept property tax payments directly, and upgrading the Treasurer’s Office website to simplify the payment process for constituents; and

 

WHEREAS, David B. Stolman carefully curated the County’s investments, collecting millions of dollars on behalf of taxing bodies and developing an investment strategy that maximizes returns while safeguarding taxpayer money; and

 

WHEREAS, David B. Stolman negotiated a lower convenience fee of 2.15 percent on credit card transactions for property tax payments; and

 

WHEREAS, David B. Stolman and his office cross-trained staff to enhance efficiency and foster a culture of excellent customer service; and

 

WHEREAS, utilizing innovative methods, including revamping of the Treasurer’s prepayment process, David B. Stolman and his staff accepted and processed more than 22,000 property tax prepayments estimated at $269 million in December 2017 prior to the enactment of the 2018 SALT Deduction Cap.  These funds were invested, earning more than $1.275 million in interest which was distributed to the appropriate taxing bodies, of which Lake County’s share was $100,000; and

 

WHEREAS, David B. Stolman prided himself on being a true public servant, and made himself available to residents at community events and at the Treasurer’s Office; and

 

WHEREAS, in partnership with the Chief County Assessment Office, the County Clerk’s Office, and the Communications Division, David B. Stolman created an informational insert to accompany tax bills to educate taxpayers on the property tax system, explain their bill, list contact information for their taxing bodies, and explain the exemption and assessment processes; and 

 

WHEREAS, David B. Stolman served as the co-chair of the Route 53 Blue Ribbon Advisory Council, a body that involved various constituencies to assist in the planning and potential building of the Illinois Route 53/120 project in Lake County; and

 

WHEREAS, David B. Stolman demonstrated engagement with the community with positions at Congregation Beth Judea in Long Grove, the Northwest Suburban Lawyers, the Government Agencies Division of the Jewish United Fund, and the Northwest Suburban Jewish Community Center; and

 

WHEREAS, David B. Stolman further demonstrated his commitment to Lake County by helping create Lake County Partners, a non-profit organization that collaborates with Lake County to develop the local economy by attracting, retaining and expanding businesses, creating and retaining quality jobs, stimulating capital investment, pursuing economic diversity and improving the county's business climate; and

 

WHEREAS, David B. Stolman is a Buffalo Grove resident alongside his wife Maureen, a teacher for twenty-three years at Prairie School in Buffalo Grove and seven years at Sherwood School in Highland Park; and

 

NOW, THEREFORE BE IT RESOLVED, that this County Board of Lake County, Illinois, offers its sincere gratitude and appreciation to David B. Stolman for his outstanding and dedicated public service to his community and to the citizens of Lake County as Treasurer; and

 

BE IT FURTHER RESOLVED, that the County Board offers its best wishes to David B. Stolman in all his future endeavors.
