Staff Summary
* The?LCSO corrections staff began using Vievu body worn cameras in 2012 to enhance transparency, deter inmate behavior and safeguard against false claims of misconduct.
* The current server that stores the digital media evidence (DME) is no longer supported by the existing server vendor and there is a need to enter into a new contract to identify a storage solution for DME and procure replacement body worn cameras.
* The fiscal year 2018 annual budget for the LCSO includes funding for this replacement program.
* The LCSO reviewed, tested and analyzed two different brands of body worn cameras. The analysis determined that Vievu, met all the LCSO jail requirements.
* Pursuant to Article 10-101 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered into between the participants.
* The LCSO identified a joint purchasing contract with Vievu through Metra Rail to procure body worn cameras that was competitively solicited and awarded. The contract provides for a hosted solution for storage of DME.
* The contract provides for new Vievu cameras and hosting maintenance for the cloud enabled software in the estimated annual amount of $135,250.
