Joint resolution authorizing a contract with Vievu, Seattle, Washington, for the purchase of body worn cameras for the Lake County Sheriff’s Office (LCSO) for use in the Lake County Sheriff’s Adult Corrections Facility (Jail) an estimated annual amount of $135,250.
Staff Summary
• The LCSO corrections staff began using Vievu body worn cameras in 2012 to enhance transparency, deter inmate behavior and safeguard against false claims of misconduct.
• The current server that stores the digital media evidence (DME) is no longer supported by the existing server vendor and there is a need to enter into a new contract to identify a storage solution for DME and procure replacement body worn cameras.
• The fiscal year 2018 annual budget for the LCSO includes funding for this replacement program.
• The LCSO reviewed, tested and analyzed two different brands of body worn cameras. The analysis determined that Vievu, met all the LCSO jail requirements.
• Pursuant to Article 10-101 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered into between the participants.
• The LCSO identified a joint purchasing contract with Vievu through Metra Rail to procure body worn cameras that was competitively solicited and awarded. The contract provides for a hosted solution for storage of DME.
• The contract provides for new Vievu cameras and hosting maintenance for the cloud enabled software in the estimated annual amount of $135,250.

RESOLUTION
WHEREAS, Lake County Sheriff’s Office corrections staff began using Vievu body cameras in 2012 to enhance transparency, deter inmate behavior and safeguard against false claims of misconduct; and
WHEREAS, the current server that stores the digital media evidence (DME) is no longer supported by the existing vendor and there is a need to enter into a new contract to identify a storage solution for DME and procure replacement cameras from; and
WHEREAS, the Sheriff’s Office submitted and was approved for a new program request in FY18 for body worn cameras for corrections; and
WHEREAS, the Sheriff’s Office reviewed, tested and analyzed two different brands of body-worn cameras. The analysis determined that Vievu, Seattle, Washington met all the Lake County Sheriff’s Office requirements; and
WHEREAS, Pursuant to Article 10-101 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered into between the participants; and
WHEREAS, the Lake County Sheriff’s Office identified a joint purchasing contract with Vievu through Metra Rail to procure body-worn cameras that was competitively solicited and awarded. The contract provides for a hosted solution for storage of DME; and
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the Purchasing Agent is authorized to enter into a contract with Vievu of Seattle, Washington, for the purchase of Body-Worn Cameras for the Lake County Sheriff’s Office Jail in the estimated annual amount of $135,250, which was budgeted and approved in the FY2018 Corporate Capital Improvement Plan (CCIP).
