• This traffic data will be useful for numerous planning functions, including tracking annual growth, looking at regional trends, and determining adequate factors to apply to Average Daily Traffic (ADT) counts which are usually taken during summer months.
• The added alternative bid process was used which is a combination of the base bid plus alternatives. This allows the Division of Transportation to evaluate responses, consider alternatives, optimize the amount of work that is completed, and maintain alignment with the project budget.
• A total of two bids were received ranging from $99,994 to $100,000, and the lowest responsible bidder is Home Towne Electric, Lake Villa, Illinois, in the amount of $99,994.

R E S O L U T I O N
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the 2016 ITS PASSAGE Network improvements which includes the installation of permanent count stations at a maximum of six intersection locations throughout the County. The 2016 ITS PASSAGE Network improvements include the intersections of Washington Street and O’Plaine Road; Rollins Road at Wilson Road; and St. Mary’s Road at Atkinson Road, and designated as section 16-00999-22-TL; and
WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for including Alternative A, B and C work, with a total contract award limit of $100,000; and
WHEREAS, added Alternative A includes the intersection of Deep Lake Road at Grass Lake Road; and
WHEREAS, added Alternative B is the intersection of Peterson Road at Midlothian Road; and
WHEREAS, added Alternative C is the intersection of Russell Road at Trumpet Street; and
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on April 12, 2016, at 10:00 AM at the Lake County Division of Transportation in Libertyville, Illinois; and
WHEREAS, a tabulation of said bids compared to the total contract award limit of $100,000 resulted in the work to be done consisting of the base bid work and Alternatives A, B and C work, the combined bid tabulations being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Home Towne Electric, Inc., Lake Villa, Illinois, their bid being $99,994, based on estimated quantities and unit prices; and
WHEREAS, this Lake County Board, by prior resolution at its meeting of March 8, 2016, appropriated $120,000 of ¼% Sales Tax for Transportation funds for the 2016 ITS PASSAGE Network improvements, along various routes in Lake County.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Home Towne Electric, Inc., Lake Villa, Illinois, in accordance with their bid of $99,994 based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the 2016 ITS PASSAGE Network improvements, along various routes in Lake County, base bid work and Alternatives A, B, and C as described above, and designated as Section 16-00999-22-TL.
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
