Staff Summary
* Lake County Division of Transportation (LCDOT) is in need of a sign asset management solution to provide for the efficient collection and updating of LCDOT sign asset information.
* The sign asset management solution will be capable of mapping assets using Global Positioning System (GPS) and Geographic Information System (GIS) technologies to streamline work flow and enable managers to make data driven, risk sensitive and cost effective decisions.
* Request for proposals (RFP) were sent to 45 vendors and were received from seven firms.
* A selection committee comprised of LCDOT, Purchasing and Finance and Administrative Services, recommend 3M of St. Paul, Minnesota as the firm that best meets the needs of the County based on the RFP evaluation criteria.
* The contract authorizes onetime cost for data capture and field inventory and the installation of software in the amount of $189,500.
* Ongoing software maintenance fees for years two through five are estimated in the total amount of $34,000, which is $8,500 annually.

RESOLUTION

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing
Ordinance, request for proposals were called for by publication for the purchase of a sign inventory and management system for the Lake County Division of Transportation

WHEREAS, subsequent to said publication, request for proposals were extended to 45 potential vendors; and

WHEREAS, sealed proposals were received from seven vendors and opened in the County Building, Waukegan, IL on July 23, 2015 at 2 p.m. and
