Staff Summary
* Construction on the Lake County Courthouse Expansion Project caused a sewer line to be struck on July 27, 2015 and caused a backflow into the first floor of the Babcox Justice Complex.
* Facilities identified flooding in limited areas on the first floor and basement of the Babcox Justice Complex.
* Servpro of Gurnee, Illinois, a firm specializing in cleanup and restoration, was brought on site within two hours to thoroughly and appropriately clean and disinfect all floors and hard surfaces.
* Iskalis Interiors of Gurnee, Illinois, was contracted to replace all soiled carpet and other flooring materials as appropriate.
* Pursuant to the Lake County Purchasing Ordinance emergency procurements are made when there exists a threat to public health, welfare, or safety, or to prevent or minimize serious disruption of government services.
* Pursuant to Article 6, Section 103, the Facilities Manager submitted a written determination of the basis for the emergency and the certification that the selection of the contractors was appropriate.
* Lake County will seek reimbursement from the Contractor for the costs associated with the repairs to the Babcox Justice Complex.

WHEREAS, in accordance with Section 6-103 of the Lake County Purchasing Ordinance, emergency repairs were necessary to the Babcox Justice Complex; and
WHEREAS, construction on the Lake County Courthouse Expansion Project caused a sewer line to be struck on July 27, 2015 and caused a backflow into the first floor of the Babcox Justice Complex; and
