Staff Summary
* The current contract for bullet trap maintenance for the Lake County Sheriff's Office training range has expired.
* The initial year of the contract provides for the removal of all ballistic rubber from the entire trap system and replacement of approximately 12" of non-functional rubber dust, including sandblasting and re-painting of the structural steel and backstop.
* The second year of the contract provides for the semi-annual maintenance of the bullet trap system with an option for three one year renewals.
* An Invitation to Bid was issued and invitations were extended to 16 vendors.
* Sealed bids were received from two non-local vendors ranging from $135,982 to $199,175 and Green Bay Lead Inc., Green Bay, Wisconsin, was determined to be the lowest responsive and responsible bidder.
* The contract includes removal of all ballistic rubber and refurbishing the structure for an estimated amount of $135,982.00 for the first year with ongoing semi-annual maintenance costs estimated at $20,000 for years two through five.

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, bids were called for by publication for Bullet Trap Maintenance for Lake County Sherriff's Office training range; and

WHEREAS, subsequent to said publication, an Invitation to Bid was extended to sixteen vendors; and

WHEREAS, sealed bids were received from two vendors and opened at the Central Permit Facility, Libertyville, Illinois, on March 27, 2014, at 2:00 p.m.; and

WHEREAS, based on the criteria set forth in the Invitation to Bid; the staff evaluated all bid submittals and determined that the bid submitted by Green Bay Lead Inc., Green Bay, Wisconsin, is the lowest responsive and responsible bid...
