Joint resolution amending Chapter 178: Environmental Health Fees Schedule, of the Lake County Code of Ordinances.

Staff Summary
* As mandated by recent changes to the State Water Well Construction Code and concurrent proposed amendments to Lake County Code of Ordinances Chapter 170, fees for the construction of closed loop well systems and the modification of closed loop wells and water wells are proposed.
* Additionally, the fee for an annual permit to operate a non-community waters system is proposed to be increased from $153 to $200, based on the costs associated with providing the service.
* Revisions in fees for multiple environmental laboratory water analyses are also proposed to better reflect the costs associated with the analytical methods, with the average increase for the lab fees being one dollar.
* There are also minor amendments that do not adjust fees, but clarify fee description language.

RESOLUTION

WHEREAS, the Lake County Health Department is authorized to enforce a local ordinance regulating water wells to protect the public's health; and

WHEREAS, the Lake County Board incorporated the Lake County Water Well Ordinance into the Lake County Code of Ordinances at Chapter 170 on February 10, 2015; and

WHEREAS, Chapter 170 of the Lake County Code of Ordinances, also authorizes the Lake County Health Department to assess and collect fees for permits and/or other services described in this ordinance; and

WHEREAS, Chapter 178 of the Lake County Code of Ordinances codifies the establishment and amendment of a schedule of fees and charges for services provided by the Lake County Health Department under Title XVII of the Lake County Code of Ordinances; and

WHEREAS, the fees for Environmental Health services are contained in the Environmental Health Fees Schedule; and
