Joint resolution authorizing the execution of an intergovernmental agreement with the Village of Volo for the purpose of continuing to provide Sheriff’s police services.
Staff Summary
· The Village has agreed to continue the police services contract from December 1, 2011 through April 30, 2015.
· The contract continues the 17 hour service provided by the Sheriff’s Office.
· The contract fees are consistent with the annual cost model and are identical to those being charged to the other Villages under police contract.
· The contract includes an annual increase of 4% to cover all costs associated with this contract.
Body
WHEREAS, the Village of Volo has requested that the Sheriff continue to provide police services to said entity; and
WHEREAS, both the COUNTY and the Village of Volo are authorized by the terms and provision of 5 ILCS 220/5 to enter into intergovernmental agreements, ventures and undertaking to perform jointly any governmental purpose or undertaking either of them could do singularly; and
WHEREAS, Village of Volo has requested a continuation of police services of seventeen (17) hours per day, for three hundred and sixty-five (365) days per year; and
WHEREAS, the SHERIFF is willing to provide the regular and consistent police presence; and
WHEREAS, the Sheriff’s Office and the County Administrator’s Office have negotiated an Intergovernmental Agreement with the Village of Volo relative to providing such said services.
WHEREAS, the COUNTY and the Village of Volo are proposing the new rate for the patrol service will be payable to the COUNTY, according to the following schedule, on the fifteenth (15th) day of each month:
A. Effective December 1, 2011 a fee of $196,795 or $39,359 monthly;
B. Effective May 1, 2012 an annual fee of $499,812 or $41,651 monthly;
C. Effective May 1, 2013 an annual fee of $519,792 or $43,316 monthly;
D. Effective May 1, 2014 an annual fee of $540,576 or $45,048 monthly; and
