Staff Summary
· IDOT Improvement of US Route 45 at Millburn Road/Grass Lake Road Intersection: Funding Agreement and Appropriation.
· In 2005 and 2006 transportation summits were held with elected officials in Lake County at which the realignment and widening of US Route 45 at the Millburn Road and Grass Lake Road intersections was identified as a high priority project for congestion relief.
· In 2005 the project received a $2,080,000 federal funding allocation from congress.
· The County Board on June 10, 2008, adopted a planning document, the “Plan for Use of the Collar County Transportation Empowerment Funds”, that included funding for all phases of this improvement.
· In 2008, Lake County funded and began work with the Illinois Department of Transportation (IDOT) and the Federal Highway Administration (FHWA) on the federal Phase I preliminary engineering study for this improvement.
· The federal Phase I study is now nearing completion, and IDOT is moving forward with the preferred west bypass alternative for US Route 45 along with the realignment of Grass Lake Road and Millburn Road.
· The State of Illinois, by and through its Illinois Department of Transportation, is desirous of implementing this improvement as the lead agency.
· This agreement provides for Lake County’s financial participation toward the engineering, right of way acquisition, construction and construction engineering of this improvement in an amount not to exceed $34,000,000, appropriated from the ¼ % Sales Tax for Transportation and Public Safety fund.
