Staff Summary
· The Public Works Capital Project Program for FY 2012 was discussed as part of the FY 2012 recommended budget, which will be approved in November 2011.
· Two major projects, the Des Plaines River Wastewater Treatment Plant in the amount of $7,350,000, and the Portwine forcemain project in the amount of $3,000,000, are being funded out of reserves existing in FY 2011.
· An emergency appropriation of $10,350,000 is requested for these capital improvements to be funded out of reserves.

RESOLUTION
WHEREAS, Lake County has approved the Public Works capital improvement plan for FY 2012 as discussed as part of the FY 2012 budget, which will be approved in November 2011; and
WHEREAS, the funds for two projects, the Des Plaines River Wastewater Treatment Plant and the Portwine forcemain project, have not been appropriated in the Public Works budget.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois that an emergency appropriation in the amount of $10,350,000 is hereby authorized in the Public Works budget; and
BE IT FURTHER RESOLVED, the funds will be appropriated in accounts as follows: 610-4887899-85010-000-000-000-48310 $6,850,000
610-4887899-71170-000-000-000-48310 $ 500,000
610-4887899-85030-000-000-000-48310 $3,000,000
