· Change Orders that exceed 10% of the original contract amount must be reviewed and approved by the PWT and F&A Committees.
· This change order associated with the water and sewer rate study totals $46,000 and exceeds 10% of the original contract.
· As part of the rate study, Public Works staff has increased the scope of the project by requesting additional services.
· These additional services include revision of the sewer rate structure to include one rate for each retail region, revise the study to reflect forecasted 2012 test year, evaluate minimum bill charges vs. fixed charges, evaluate conservation rates such as an increasing block rate structure, evaluate summer sewer credit, assess the potential for a private/public fire protection charge.
· These additional items are necessary to fully consider and evaluate the County's proposed water and sewer rates and the associated rate designs.
· Change Orders #1 and #2 increases the amount of the financial services contract by $46,000 from $75,000 to $121,000.
