Joint resolution authorizing application for the 2011 Continuum of Care Homeless Assistance Program.

Staff Summary
· The U.S. Department of Housing and Urban Development (HUD) announced the availability of approximately $1.63 billion for homeless assistance programs, of which the Lake County Continuum of Care (CoC) is eligible to apply for at least $1,301,568.
· Of the $1,301,568, Lake County Community Development administers $803,190 in nine different grants.
· Since 1998, Lake County has assumed a leadership role in organizing the homeless assistance planning process required under the CoC and the County annually submits an application for homeless assistance funding.
· The Lake County Coalition for the Homeless’ CoC Committee, comprised of over 20 homeless service providers, government entities, homeless and formerly homeless persons, and other human service agencies developed the funding recommendations for FY11 Continuum of Care funds.
· The final Continuum of Care application must be submitted to HUD by October 28, 2011.
· This resolution authorizes the Chairman to execute the necessary documents to submit the application.

RESOLUTION

WHEREAS, the U.S. Department of Housing and Urban Development is making available through a nationwide competition some $1.63 billion for assistance to homeless individuals and families through its Continuum of Care Homeless Assistance NOFA; and

WHEREAS, the U.S. Department of Housing and Urban Development is encouraging the coordination of efforts among homeless service providers and units of local government; and

WHEREAS, Lake County Community Development has assumed a leadership role in organizing the homeless planning process required under the Continuum of Care Homeless Assistance NOFA, which has involved the participation of many providers of public services, units of local government, representatives of County advisory commissions, other concerned citizens, and homeless and formerly homeless individual...
