R E S O L U T I O N
WHEREAS, the Unified Vision for IL Rte 120 was adopted on October 14, 2009; and
WHEREAS, a portion of the Unified Vision for IL Rte 120 was an improved intersection of IL Rte 120 and Gilmer Road; and
WHEREAS, Gilmer Road, County Highway 26, is a designated route on the county highway system and in the IL Rte 120 corridor; and
WHEREAS, for the free flow of traffic at the intersection of IL Rte 120 and Gilmer Road and such adjacent intersections, as appropriate, is beneficial to the safety and welfare of the State of Illinois and the County as a whole; and
WHEREAS, the State of Illinois and Lake County believe it would be beneficial to the safety and welfare of the motoring public if the intersection of IL Rte 120 and Gilmer Road and such adjacent intersections, as appropriate, could be improved by realignment and new traffic signals; and
WHEREAS, federal funds totaling $904,540 and requiring a 20 percent local share match of the total cost were granted to Lake County in 2008 for work in the IL Rte 120 corridor; and
WHEREAS, said federal funds, as administered by the Illinois Department of Transportation, IDOT, will lapse after September 30, 2011, if not authorized and/or if not obligated by contract by September 30, 2012; and
WHEREAS, the State of Illinois and Lake County are desirous of entering into an agreement to utilize said federal highway funds for the improvement of the IL Rte 120 Corridor by realignment and new traffic signals at the intersection of IL Rte 120 and Gilmer Road and such adjacent intersections, as appropriate, setting forth the terms and obligations to each agency, a draft copy of which is attached hereto; and
WHEREAS, this agreement will give the County up to one year to initiate preliminary engineering and such other work as appropriate for the improvement of IL Rte 120 at Gilmer Road by contract.
WHEREAS, additional federal funds in the amounts of $889,200 and $600,000 have also been granted to Lake County, each of which requires a local match and the former of which will lapse on September 30, 2012.
WHEREAS, said additional federal funds can be utilized for other phases of the improvement to be identified from the preliminary engineering work heretofore described.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute an agreement and any subsequent amendments thereto, for the improvement at IL Rte 120 and Gilmer Road and such adjacent intersections, as appropriate, and currently designated by IDOT as Section 06-00274-00-ES.
BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED, that the County Engineer submit whatever documentation is required by IDOT to obligate the funds and for reimbursement to the Lake County Division of Transportation for expenditures made to provide preliminary engineering for the improvement at IL Rte 120 and Gilmer Road and such adjacent intersections, as appropriate, and to have the section number designation changed from 06-00274-00-ES to 08-00073-08-CH.
BE IT FURTHER RESOLVED that the County Engineer is hereby directed to work with IDOT to enable the County to use all federal funds described in this resolution to improve the IL Rte 120 corridor via improvements to the intersection of IL Rte 120 and Gilmer Road and such adjacent intersections as appropriate.
BE IT FURTHER RESOLVED that this agreement, when executed in its final form, be submitted to the Illinois Department of Transportation for their approval and final processing.
