                     Wilson Road Flooding Emergency Declaration: Appropriation

                     On June 2, 2011, the County Engineer declared an emergency for the ongoing Wilson Road flooding south of IL Route 120 and certified an emergency procurement.

                     Funds are needed to pay for short-term pumping, professional engineering services and contractual construction services to repair 1,100 lineal feet of failed drain tile immediately downstream of Wilson Road.

                     The selected professional engineering firm to provide design and construction engineering services is Hey & Associates, Inc., Volo, Illinois.

                     The contractor selected to provide contractual construction services is Campanella & Sons, Inc., Wadsworth, Illinois.

                     This resolution, per the Lake County Purchasing Ordinance Sec. 6-103, ratifies the emergency procurement.

                     This resolution also appropriates $300,000 of County Bridge Tax funds for this emergency work and is designated as Section 10-00070-09-DR.

R E S O L U T I O N

 

WHEREAS, Wilson Road, County Highway 7, is a designated route on the county highway system; and

 

WHEREAS, the pavement of Wilson Road has flooded causing a safety hazard for the traveling public due to the failure of an 1,100 lineal foot segment of drain tile immediately downstream of Wilson Road; and

 

WHEREAS, on June 2, 2011, in accordance with Article 6-103 of the Lake County Purchasing Ordinance, the County Engineer of Lake County declared that an emergency existed and certified an emergency procurement; and

 

WHEREAS, necessary pumps and other rental equipment have been acquired to manage the flooding until the necessary repairs to the drain tile can be made; and

 

WHEREAS, Hey & Associates, Inc., Volo, Illinois, a qualified professional engineering firm, has been hired to provide design and construction engineering services to enable the necessary tile repairs; and

 

WHEREAS, a contract has been awarded to Campanella & Sons, Inc., Wadsworth, Illinois, a qualified construction firm having the necessary manpower, equipment, materials and expertise to implement the determined repairs to the damaged drain tile; and

 

WHEREAS, the estimated cost of said rental equipment, engineering and construction services to complete these tile repairs is $275,120; and

 

WHEREAS, an appropriation of funds is required for the cost of rental equipment, engineering and construction services to complete these tile repairs.

 

NOW, THEREFORE BE IT RESOLVED, by this Lake County Board, that the Emergency Procurement authorized by, and effectuated thru, the County Engineer for equipment rental for short term pumping, for design and construction engineering services with Hey & Associates, Volo, Illinois, and for construction services with Campanella and Sons, Wadsworth, Illinois, in the estimated amount of $275,120 is ratified.

 

BE IT FURTHER RESOLVED, by this Lake County Board that there is hereby appropriated $300,000 of County Bridge Tax funds for the acquisition of the short term pumping equipment, the design and construction engineering services and the construction services for the repairs to the damaged drain tile and designated as Section 10-00070-09-DR.
