Joint resolution authorizing execution of an intergovernmental agreement (IGA) with CLCJAWA for sharing of costs associated with expansion investigation study.

 

Staff Summary

                     The NW Lake Michigan Water Planning Group has been actively investigating options for securing a source of Lake Michigan water, one of which is CLCJAWA.

                     There is a limited amount of water that CLCJAWA can provide, 7.03 MGD max day, and therefore, not all NW members could be supplied.

                     There are two groups of NW members that could potentially be served via CLCJAWA, one of which is the group the County would participate in as a user.

                     CLCJAWA has proposed that they have their Engineer, CDM, develop the feasibility analysis for these options for $60,200 and share the cost proportionately with NW Members via an IGA.

                     The IGA has the County paying our proportionate share at $7,224 for this work effort.

                     This resolution authorizes the Director of Public Works to execute the IGA and all necessary payments for the sharing of Engineering Study Costs with CLCJAWA.

RESOLUTION

 

WHEREAS, the County of Lake (the “County”) provides potable water service to various parcels within its jurisdiction (“Water Service”). Including the Grandwood Park and Fox Lake Hills service areas; and

 

WHEREAS, the provision of water service is a matter essential to the public health, safety, and welfare; and

 

WHEREAS, a safe, reliable, and ample supply of water is essential to providing cost-effective water service; and

 

WHEREAS, the County’s water service uses ground water as its supply source; and

 

WHEREAS, the continuing availability of a sufficient supply of ground water from reliable water sources has become an increasing concern as the County seeks to protect the public health, safety, welfare; and

 

WHEREAS, in order to evaluate the potential provision of Lake Michigan water to the Grandwood Park and Fox Lake Hills, the County has requested a connection to and water supply from the Central Lake County Joint Action Water Agency (CLCJAWA); and

 

WHEREAS, CLCJAWA wishes to perform an engineering study to evaluate the costs associated with providing water to Grandwood Park, Fox Lake Hills, Lindenhurst and Lake Villa; and

 

WHEREAS, CLCJAWA has requested that the County pay a proportionate share of a $60,200 engineering study to be prepared by the engineering firm of CDM, Inc.; and

 

WHEREAS, the County’s share of the engineering study has been established as $7,224; and

 

WHEREAS, the CLCJAWA has prepared an intergovernmental agreement that establishes the terms and conditions upon which the County will reimburse the CLCJAWA for the County’s proportionate share of the engineering study; and

 

WHEREAS, execution of an intergovernmental agreement must be authorized by Resolution of this County Board.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois that the Director of Public Works is hereby authorized to execute an Intergovernmental Agreement for the Sharing of Engineering Study Costs with the CLCJAWA.
