Staff Summary
·      This is a renewal of the Multi-Jurisdictional Drug Prosecution Program, a federal grant administered through the Illinois Criminal Justice Information Authority (ICJIA).  Funding for this grant began in 1988 and has been renewed each year.
·      The federal funds will provide funding for 80% of the salaries of one Drug Prosecution/Asset Forfeiture Division Chief, one Assistant State's Attorney and one trained Police Investigator dedicated to the prosecution of drug related offenses covering the time period October 1, 2011 through September 30, 2012.
·      Program goals include: Deterring drug-related crime through criminal investigations and prosecution (from October 1, 2010 through June 30, 2011, the State's Attorney's Office initiated 493 felony drug prosecutions) and improving the quality of multi-jurisdictional prosecutions of drug offenders.
·      Sources of Program Funding include federal funds in the amount of $204,858; matching funds from Asset Forfeiture Fund in the amount of $30,000; and a County contribution in the amount of $91,700, for a grant program total of $326,558.

RESOLUTION
 
      WHEREAS, the Illinois Criminal Justice Information Authority (ICJIA) has announced the continuation of a 12-month grant in the amount of $204,858 in federal funds for the State's Attorney's Multi-Jurisdictional Drug Prosecution program to provide concentration on convictions of drug-related cases and offenders; and
 
      WHEREAS, the grant program will fund a portion of the salaries for one Division Chief, one Assistant State's Attorneys and one investigator in the Drug Prosecutions Division; and
 
      WHEREAS, the program budget of $326,558, as submitted to ICJIA, consists of $204,858 federal funds, $30,000 from State's Attorney's Asset Forfeiture Funds, and $91,700 in County contribution, all of which shall be provided as follows: $204,858 in federal funds distributed by ICJIA, to be deposited to State's Attorney's account 101-3307010-45334, $30,000 in matching funds transferred from the State's Attorney's Asset Forfeiture Fund 760-3318010-79920 to account 101-3307010-49920, and $91,7000 budgeted through the State's Attorney's general budget management center 101-3307010; and
 
      WHEREAS, it is necessary to authorize the renewal as described herein:
 
      NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the renewal of the State's Attorney's Multi-Jurisdictional Drug Prosecution Grant, in the amount of $204,858 for the period beginning October 1, 2011 through September 30, 2012, is hereby accepted; and
 
      BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State's Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation to accept the renewal; and
 
      BE IT FURTHER RESOLVED, that grant revenue in the amount of $204,858 from the ICJIA will be deposited to account 101-3307010-45334, and $30,000 matching funds transferred from account 760-3318010-79920 to account 101-3307010-49920, and $91,700 of County contribution budgeted in the State's Attorney's budget charged to management center 101-3307010; and
 
      BE IT FURTHER RESOLVED, that the State's Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State's Attorney Office.
