· Cedar Lake Road Extension Stage II; Townline Road to IL Rte 120: Contract Award
· A new two lane extension of Cedar Lake Road is to be constructed from Townline Road to IL Route 120.
· A stretch of compressible soil requires a construction technique of using the weight of piled up dirt to compress the soil over several months.
· It is desirable to complete the soil stabilization phase of construction starting this year and extending over the winter.
· The contract award needs to be expedited to permit the remainder of the road construction to begin in the spring of 2012.
· This resolution gives the Purchasing Agent the authority to award the contract.
· The Lake County Board on November 16, 2010, appropriated $9,600,000 of ¼% Sales Tax for Transportation and Public Safety funds for this improvement.

R E S O L U T I O N

WHEREAS, Cedar Lake Road, County Highway 28, is a designated route on the county highway system; and

WHEREAS, Cedar Lake Road will be extended northerly from Townline Road to Illinois Route 120; and

WHEREAS, the free flow of traffic along Cedar Lake Road from Townline Road to IL Rte. 120 is beneficial to the safety and welfare of the State of Illinois and Lake County; and

WHEREAS, a new two lane roadway will be constructed, including excavation, embankment, aggregate ground column improvement, culverts, storm sewers, traffic signals and other related work; and.

WHEREAS, it is desirable to complete the soil stabilization phase of construction for the new alignment in 2011 and start road construction in 2012; and

WHEREAS, the Division of Transportation is in the process of soliciting and evaluating sealed bids for the improvement; and
