Joint resolution authorizing agreements with TrafficCast/Traffic Control Corporation, Woodridge, Illinois, and Delcan Corporation, Schaumburg, Illinois, in the amounts of $45,600 and $14,925, respectively, for a trial and test of the BlueTOAD Arterial Route Travel Time System, interfacing with Lake County PASSAGE and designated as Section 11-00268-10-TL. This resolution also appropriates $80,000 of Matching Tax Funds for this purpose.

· BlueTOAD Trial and Test for Arterial Route Travel Time, Lake County PASSAGE Interface: Agreement and Appropriation
· This is a trial and test of the BlueTOAD Arterial Route Travel Time System.
· The BlueTOAD Arterial Route Travel Time System will provide real time travel time information through the existing Advanced Traffic Management System at eight intersections along the Washington Street corridor, IL Rte 83 to Sheridan Road.
· TrafficCast/Traffic Control Corporation, Woodridge, Illinois, is the manufacturer/software developer and the only source that can provide equipment for integration with the existing Advanced Traffic Management System.
· Delcan Corporation is the professional engineering services consultant for Lake County PASSAGE and all of the operational aspects of the Traffic Management Center.
· The Purchasing Agent consulted with an ad hoc review group and determined that this purchase is exempt from bidding on the basis of sole source and trial use or testing.
· These agreements will be in the amounts of $45,600 for TrafficCast/Traffic Control Corporation and $14,925 for Delcan Corporation.
· This resolution appropriates $80,000 of Matching Tax Funds.
