Report on the Village of Kildeer Sanitary Sewer Ownership Transfer Request.

 

Staff Summary

                     The Village of Kildeer has requested the transfer of ownership, maintenance and operation of their sanitary sewer system to Lake County.

                     The Kildeer sanitary sewer system serves approximately 800 customers within the Village and is comprised of 150 miles of sanitary sewers and 7 sanitary lift stations.

                     Public Works staff has televised approximately 15% of the Kildeer sewers and have determined that the collection system is in good physical condition.

                     In addition, our staff has been maintaining and refurbishing the Kildeer lift stations over the last two years on a time and material basis for which the Village has reimbursed us for all labor, equipment and material costs associated with our work.

                     This is proposed to be a retail sewer system transfer, in which the County would take over the ownership, operation, and maintenance of the sewer system in addition to billing and collecting user fees.

                     Based on our evaluation, anticipated annual revenue for sewer user fees would be approximately $500,000. We anticipate we would be able to operate this system on a fiscally positive basis, without the need to add additional staff.

                     We are requesting authorization to proceed with preparation of appropriate agreements and documents to transfer ownership of the Kildeer sanitary sewer system to Lake County, and to answer any questions with regards to this transfer.
