Joint resolution authorizing an intergovernmental agreement between Lake County and the State of Illinois Department of Health and Family Services.
Staff Summary
• Lake County has participated in the Intergovernmental (IGT) Transfer Program with the Illinois Department of Healthcare and Family Services (HFS) since its inception.
• In October of 2009 the IGT Program was suspended by HFS with the understanding that it would be revamped.
• In June of 2011, HFS notified County skilled nursing facilities that a final agreement with the U.S. Center for Medicare and Medicaid Services was imminent and the IGT program would recommence.
• Under the revamped IGT program the County will receive an estimated additional $36.80 per Medicaid resident day.
• An intergovernmental agreement is required for participation.

WHEREAS, Lake County has participated in the Intergovernmental Transfer Program (IGT) with the Illinois Department of Healthcare and Family Services (HFS) since the program began; and
WHEREAS, Lake County will continue to receive a higher Medicaid rate as a result of this agreement; and
WHEREAS, the restructured program will pay a percentage of the portion of expenditures of funds made by the County that are in excess of reimbursement received from HFS; and
WHEREAS, Lake County and HFS desire to execute an intergovernmental agreement.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an Intergovernmental Agreement with the State of Illinois Department of Health and Family Services regarding the funding of nursing facilities is herby approved.
