· The Director of Planning, Building, and Development vacancy was advertised nationally.
· Eric Waggoner was one of two top applicants interviewed and is being recommended for the position.
· Mr. Waggoner has served as the acting/interim director for the last six months, and has been with the county for 14 years.
· Mr. Waggoner has a Bachelor of Arts from University of Chicago, a Juris Doctor from University of Illinois College of Law and a Masters of Urban Planning from University of Illinois Department of Urban and Regional Planning.
· Mr. Waggoner has spent several years administering the County’s UDO, coordinating the Department’s legislative program, managing the transition to an integrated permitting system, and has overseen the Department’s major re-organization.

WHEREAS, with the vacancy of the Director of Planning Building and Development we advertised the position nationally; and
WHEREAS, 48 applicants from across the country submitted their credentials for consideration; and
WHEREAS, following the initial screening process, the County Administrator and Assistant County Administrator interviewed the top 2 applicants; and
WHEREAS, Mr. Eric Waggoner, the current Acting Director, was selected as the most qualified choice for the position; and
WHEREAS, the County Administrator has consulted with the Chairman of the Board and the Chair of the Planning, Building and Zoning Committee and hereby recommends the appointment of Eric Waggoner as the Director of the Planning, Building, and Development Department for Lake County, and
WHEREAS, a conditional offer has been extended to Mr. Waggoner pursuant to the terms of the letter attached hereto, and
WHEREAS, Mr. Waggoner has accepted the offer pending appointment by this County Board.
