Staff Summary
· Public Works operates and maintains four water reclamation facilities, which produce biosolids (sludge) as a by-product of the treatment process. The biosolids are hauled away and land applied or land filled.
· The County received bids from two contractors for this work.
· Award of this contract is recommended to the lowest responsive, responsible bidder, Synagro Central, LLC in the amount of $ 592,600 for annual contract performance, effective for a two year period with the right to renew the contract for three additional one year periods.
· Synagro is our current biosolids contractor and has been performing this service for us for 20 years. Their work product has been excellent.
· This resolution authorizes and directs the purchasing agent to execute a one-year contract with renewals with Synagro Central, LLC, Baltimore, MD in the amount of $ 592,600 for the Biosolids Management Program.

R E S O L U T I O N

WHEREAS, the County of Lake (County) owns and operates four water reclamation facilities that serve various areas of Lake County; and

WHEREAS, these water reclamation facilities produce biosolids as a beneficial by-product of the wastewater treatment process; and

WHEREAS, the biosolids must be transported from the water reclamation facilities by a specialty contractor and either land applied or disposed in a landfill; and

WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance, bids were called for by publication for the Biosolids Management Program; and

WHEREAS, two (2) sealed bids were received and publicly opened in the office of the Purchasing Department on Tuesday, May 24, 2011, at 2:00 p.m., and

WHEREAS, Synagro Central, LLC is the lowest responsive and responsible bidder in the amount of $...
