Staff Summary
· The Herons Landing subdivision HOA approached the Village and requested Lake Michigan water and the County petitioned and received approval from CLCJAWA to delivery water to Herons Landing through our Vernon Hills water system.
· The Village is establishing a SSA to fund the water system improvements and is proposing to convey the proceeds of the SSA bonds to the County. The County will design and construct the water system and subsequently own, operate and maintain the water system.
· This resolution authorizes the execution of a professional services agreement with RHMG, Inc. in the amount of $129,177 for design engineering for the Herons Landing water system.

R E S O L U T I O N

WHEREAS, the County of Lake owns, operates and maintains water systems serving various areas of Lake County, including Vernon Hills and Long Grove; and

WHEREAS, as part of an Intergovernmental Agreement with the Village of Long Grove, the County is proposing to provide retail water service to the Herons Landing Subdivision; and

WHEREAS, the Intergovernmental Agreement proposes that the County is to design and construct the water mains and appurtenances necessary to service the Herons Landing Subdivision, and will be reimbursed for these expenses from proceeds of SSA bonds; and

WHEREAS, the Public Works Department solicited and received qualifications from professional engineering firms; and

WHEREAS, the Public Works Department evaluated the qualifications based on several criteria and determined that RHMG, Inc. was the most qualified firm to provide professional engineering services for this project; and

WHEREAS, Lake County has had a prior satisfactory relationship for professional services with RHMG, Inc.; and
