Resolution to accept an Illinois Emergency Management Agency / US Department of Homeland Security Citizen Corps Second Chance Grant Program and to authorize the emergency appropriation of $4,000 for support of the Lake County Citizen Corps Council and its related volunteer programs.
Staff Summary
· The United States Department of Homeland Security through the Federal Emergency Management Agency has made limited funding available to local jurisdictions to support volunteer preparedness efforts through the “Citizen Corps” family of programs.
· The Citizen Corps program includes an array of local volunteer programs that foster improved community preparedness and response to emergencies and disasters of all kinds, including the Community Emergency Response Team, Medical Reserve Corps, Volunteers in Police Service, and Fire Corps initiatives, among others.
· The Lake County Citizen Corps Council enhances the County’s overall preparedness by facilitating information sharing, collaborative training and exercising, and providing educational materials.
· The Lake County Health Department and Lake County Emergency Management Agency have for several years utilized funding through this program.
· These grant funds from Federal Fiscal Year 2008 must be expended by the end of August 31, 2011.

WHEREAS,, Lake County has been awarded a reimbursement grant through the Citizen Corps program in the amount of $4,000.00 for the support of volunteer emergency preparedness teams in Lake County; and
WHEREAS, budget amendments are necessary to properly account for the revenue and expenditures related to this grant and the Citizen Corps Council activity; and
WHEREAS, the proposed appropriations will be fully offset by the reimbursement from the Citizen Corps program grant; and
