Staff Summary
· After a reapportionment plan is established, Illinois Statute requires the County Board establish terms of office and method of compensation.
· For terms of office, members are elected by dividing the county board districts into three groups.
· Consistent with previous election terms, Group One’s term cycle will be four years, four years and two years; Group Two will be four years, two years and four years; and Group Three will be two years, four years and four years.
· The method of compensation for the Board Members shall be on an annual basis and shall be as outlined in the attached ordinance.

JOINT ORDINANCE ESTABLISHING TERMS OF OFFICE AND COMPENSATION FOR THE LAKE COUNTY BOARD

WHEREAS, Illinois Compiled Statutes, Chapter 55, Section 5/2-3001, et seq. requires the County Board to reapportion the County by July 1, 2011; and

WHEREAS, the Reapportionment Committee of the Lake County Board recommended a reapportion plan that establishes 21 County Board Districts; and

WHEREAS, Illinois Compiled Statutes, Chapter 55, Section 5/2-3009, requires that the members of the county board determine terms of office for the county board districts publicly by lot as equally as possible establishing either 2 or 3 groups no later than September 1 of the year of the next general election following reapportionment; and

WHEREAS, the Reapportionment Committee recommended that the county board districts be divided into three (3) groups for purposes of establishing terms of office for members of the Lake County Board following reapportionment; and

WHEREAS, Illinois Compiled Statutes, Chapter 55, Section 5/2-3008, also requires that at the time it reapportions its county, the county board shall determine whether the salary to be paid the members to be elected shall be computed on a per diem basis, on an annual basis or on a combined per diem and annual basis,...
