Staff Summary
· On April 12, 2011 the County Board approved a competitive bid contract with International Piping Systems Inc., of Schaumburg, IL in the amount of $1,815,000 for boiler replacement for the Administrative Tower and Courts Complex.
· International Piping Systems Inc., failed to submit the required bonding and insurance documentation, and the award was withdrawn.
· The Director of Finance and Administrative Services certified that an emergency condition existed which necessitated immediate action to minimize a disruption in government services.
· Monaco Mechanical Inc., Lisle, IL the second lowest bidder from the original bid confirmed their original bid price of $1,854,000 and ability to perform the boiler renovation within the specified timeframe.
· The Purchasing Division issued an emergency purchase order to Monaco Mechanical Inc., in the amount of $1,854,000 for the work.
· The Purchasing Division began steps to recover $39,000 from the bid security bond submitted by International Piping Systems Inc., which is the difference between the International Piping Systems Inc., bid amount and the Monaco Mechanical Inc., bid amount.
· This resolution is to ratify an emergency procurement with Monaco Mechanical, Inc., Lisle, Illinois, in the amount of $1,854,000 for the boiler replacement.
