Staff Summary
· The City of Waukegan is requesting an amendment to add a proposed subdivision located at the corner of Route 120 and River Road to the Northeast Central Sanitary Sewer service area.
· The expansion area contains approximately 93.3 acres with the north 49 acres within the corporate limits of the City and the remaining 44 acres in unincorporated Lake County.
· The proposal is for the construction of a lift station and 6-inch diameter force main through Forest Preserve property from Route 120 to the County’s Northeast Central Interceptor sewer.
· The proposed sewer would serve the River Glen Subdivision consisting of 41 single family homes on 22.3 acres and potential future service to an additional 160 homes on 71 acres.
· The Planning Department has provided a memorandum on the request to examine the consistency with County and local land use designations and for consistency with the framework plan.
· The agreement includes a provision which requires the City to require the developer(s) provide a bike path connection to the Lake County Forest Preserve District River Trail.
· This resolution authorizes the execution of a Second Amendment to the Agreement for Sewage Disposal with the City of Waukegan.

R E S O L U T I O N

WHEREAS, the County of Lake owns and operates a regional sewer system that serves several municipalities in the Northeast Central Facilities Planning Area; and

WHEREAS, the County entered into an Agreement for Sewage Disposal with the City of Waukegan on May 12, 1992, regarding service to two residential subdivisions located in the County’s Northeast Central Facilities Planning Area, which Agreement was amended as of February 9, 1993 to permit the extension of sewer service to an additional residential subdivision known as River Bend;
