Joint resolution authorizing a contract for professional services between Lake County and TranSystems, Inc., Schaumburg, Illinois, for the program and project management of the Lake County Division of Transportation’s Challenge Bond Projects and appropriates $2,675,000 of ¼% Sales Tax for Transportation and Public Safety funds for this agreement and designated as Section 11-00000-14-EG.

· Challenge Bond Projects Program / Project Management Consultant Agreement and Appropriation
· Five road construction projects have been identified as eligible for bond funding and designated as the Challenge Bond Projects.
· All of the projects will be advancing thru Phase II design engineering and ROW acquisition and three will be proceeding to construction.
· The Challenge Bond Projects are in excess of $112 million, more than doubling our transportation capital program.
· Professional engineering services are required for the program and project management of the Challenge Bond Projects.
· The selected and recommended consultant for the program and project management of the Challenge Bond Projects is TranSystems, Inc., Schaumburg, Illinois, at a maximum cost of services described as $2,433,477.30.
· This resolution also appropriates $2,675,000 of ¼% Sales Tax for Transportation and Public Safety funds.

R E S O L U T I O N
WHEREAS, the Lake County Division of Transportation (LCDOT) is implementing the “Plan for Using the New Collar County Transportation Empowerment Funds” of which one component is the county Challenge Bond Program as set forth in a resolution of the county board at its meeting of June 10, 2008; and
WHEREAS, the said Plan has identified five road construction projects eligible for bond funding (the Challenge Bond Projects); and
