Joint resolution authorizing an agreement between Lake County and HDR Engineering, Inc., Chicago, Illinois, for the provision of Phase II design engineering services at the intersection of IL Route 134/Fairfield Road/Metra Railroad for the proposed Fairfield Road Throughway Improvement and appropriates $1,385,000 of ¼% Sales Tax for Transportation and Public Safety funds for these engineering services designated as Section 08-00104-08-CH.

· Fairfield Road Throughway Improvement; Phase II: Consultant Agreement
· The improvement of the intersection of IL Rte 134/Fairfield Rd/Metra RR was a contender for the transportation challenge bonds 2011 issuance.
· At this time, the Phase II design engineering will be completed with bond financing.
· A consultant will be utilized to undertake the Phase II design engineering services.
· The selected and recommended firm is HDR Engineering, Inc., Chicago, Illinois, for a maximum cost of services described as $1,261,030.71.
· This resolution appropriates $1,385,000 of ¼% Sales Tax for Transportation and Public Safety funds.

R E S O L U T I O N
WHEREAS, Fairfield Road (County Highway 49) at its intersection with IL Route 134/Metra Railroad is a designated route on the county highway system; and
WHEREAS, it would be beneficial for the safety and welfare of the motoring public if Fairfield Road at its intersection with IL Route 134/Metra Railroad could be improved to provide increased traffic capacities (Fairfield Road Throughway Improvement); and
WHEREAS, it is advisable that a consultant engineering firm be employed to provide said Phase II engineering services (Design Engineering); and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et. seq.); and
