Report on Forest Lake Water System Improvements

Staff Summary

•                     County representatives made a presentation to the Forest Lake Homeowners Association Board on February 8^th to explain the need for water system improvements and the impact on the 72 users of the system.

•                     The most cost effective and recommended alternative is to install a connection to the Aqua Illinois Water Main on Old McHenry Road and purchase water from Aqua for distribution through the County’s system.

•                     The HOA Board agreed to allow the use of their Community Center for an Open House meeting with residents on March 15, 2011 from 6:00 to 8:00 pm.

•                     A letter inviting the affected residents to the Open House was sent February 24, 2011 along with a Frequently Asked Questions handout.

•                     A draft Water Supply and Sales Agreement between Aqua Illinois, the Village of Hawthorn Woods, and the County is under review and will require adoption by all parties prior to a permit application submittal to the IEPA.

•                     The IEPA Compliance Commitment Agreement requires that construction of improvements be completed and an operating permit be in place by November 1, 2011.
