Staff Summary
· The U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan in order to become eligible for Community Development Block Grant (CDBG) funding, Home Investment Partnerships (HOME) funding, and Emergency Solutions Grant (ESG) funding.
· The 2011 Annual Action Plan outlines the activities Lake County will undertake in the categories of: 1) Affordable Housing; 2) Homeless Assistance; 3) Public Infrastructure; and 4) Public Services, during the 2011 Program Year, May 1 - April 30.
· The Community Development Commission recommended approval of the 2011 Annual Action Plan.
· The 2011 Annual Action Plan must be submitted to the U.S. Department of Housing and Urban Development by March 18, 2011.

Body
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan in order to become eligible for Community Development Block Grant (CDBG) funding, Home Investment Partnerships (HOME) funding, and Emergency Solutions Grant (ESG) funding; and

WHEREAS, the County Board has annually approved the County’s Annual Action Plan, which outlines activities to be taken to accomplish the goals of the County’s 2010 - 2014 Housing and Community Development Consolidated Plan; and

WHEREAS, once approved, the County’s 2011 Annual Action Plan will be submitted to HUD seeking the following funding levels:
· $2,765,445 under the CDBG Program;
· $1,671,260 under the HOME Program; and
· $115,628 under the ESG Program;

WHEREAS, the Community Development Commission has recommended approval of the 2011 Annual Action Plan.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the recommendation of the Community Development Commission to approve the 2011 Annual Action Plan is here...
