Staff Summary
· The Vernon Hills - NCT WRF requires certain upgrades and modifications to meet regulatory requirements as well as to meet future capacity loadings.
· Three engineering firms submitted qualifications for this design work.
· Based on staff evaluations, RHMG, Inc. of Libertyville, IL is the most qualified firm and a scope of services was negotiated for the project.
· Committee authorization is requested to execute an agreement for professional engineering services with RHMG in the amount of $158,278 for engineering services related to the Vernon Hills - NCT WRF Improvements Project.

R E S O L U T I O N
WHEREAS, the County of Lake owns, operates and maintains the Vernon Hills - NCT Water Reclamation Facility (NCT WRF) which serves the Southeast Central Lake Facilities Planning Area; and
WHEREAS, the NCT WRF requires equipment upgrades and modifications to continue to serve existing tributary areas as well as proposed developments within the facilities planning area ; and
WHEREAS, the WRF engineering design requires specialized engineering services; and
WHEREAS, the Public Works Department solicited and received statement of qualifications from professional engineering firms in accordance with the Quality Based Selection process; and
WHEREAS, the Public Works Department evaluated the statement of qualifications based on several criteria and determined that RHMG, Inc. was the most qualified firm to provide professional engineering services for this project; and
WHEREAS, Lake County has had a prior satisfactory relationship for professional services with RHMG, Inc.; and
WHEREAS, an Agreement has been negotiated with RHMG, Inc. to provide the necessary engineering services; and
