Staff Summary
· The Des Plaines River WRF requires certain upgrades and modifications to meet regulatory requirements as well as to meet future capacity loadings.
· Three engineering firms submitted qualifications for this design work.
· Based on staff evaluations, AECOM Technical Services, Inc. (AECOM) of Sheboygan, WI is the most qualified firm and a scope of services was negotiated for the project.
· Committee authorization is requested to execute an Agreement for Professional Engineering services with AECOM in the amount of $680,000 for engineering services related to the Des Plaines River WRF Phase II Improvements Project.

R E S O L U T I O N
WHEREAS, the County of Lake owns, operates and maintains the Des Plaines River Water Reclamation Facility which serves the Southeast Lake Facilities Planning Area; and

WHEREAS, the Des Plaines River WRF requires upgrades and modifications to continue to serve the existing tributary areas and any proposed developments within the facilities planning area ; and

WHEREAS, the WRF engineering design requires specialized engineering services; and

WHEREAS, the Public Works Department solicited and received statement of qualifications from professional engineering firms in accordance with the Quality Based Selection process; and

WHEREAS, the Public Works Department evaluated the statement of qualifications based on several criteria and determined that AECOM Technical Services, Inc. was the most qualified firm to provide professional engineering services for this project; and

WHEREAS, Lake County has had a prior satisfactory relationship for professional services with AECOM Technical Services, Inc.; and
