· The County Board on June 10, 2008 adopted as a planning document, the “Plan for Use of the Collar County Transportation Empowerment Funds,” including the $50 million in 2011 state challenge bonds.
· The state challenge bonds were offered to the State of Illinois Department of Transportation (IDOT) towards construction of projects on three state highway corridors on which some engineering effort was already underway by IDOT: IL Rte. 21 (IL Rte. 137 to IL Rte. 120), US Rte. 45 (IL Rte. 21 to IL Rte. 83) and IL Rte. 60 (US Rte. 45 to IL Rte. 176).
· The Lake County Public Works and Transportation Committee on June 3, 2009 approved the letter of intent between IDOT and Lake County that said challenge bond funding will be forthcoming from Lake County for the IL Rte. 21 (IL Rte. 137 to IL Rte. 120) improvement.
· The County Board on October 12, 2010 adopted an ordinance authorizing and providing for the issuance and sale of not to exceed $32,000,000 Taxable General Obligation Bonds, for county highway road improvement projects, including the improvement of IL Rte 21.
· This agreement provides for Lake County’s financial participation toward the engineering and construction to widen IL Rte 21 from two lanes to four lanes.
