Staff Summary
· In March, 2006, the Lake County Board approved a contract with Buck Consultants, Chicago, Illinois in the amount of $116,000 per year for Benefit Consulting Services.
· In August, 2009 the Financial and Administrative Committee approved Contract Modification #1 for Dependent Eligibility Audit Services.
· As part of the Patient Protection and Affordability Care Act (PPACA), companies are allowed to apply for the Early Retiree Reinsurance Program. This program will enable the County to receive reimbursements for 80% of claims between $15,000 and $90,000 related to Early Retires (those under 65).
· There is a need to issue Contract Modification #2 for the Early Retiree Reinsurance Program. Contract modification is contingent upon approval of Early Retiree Reinsurance Program application.
· The circumstances that necessitate this Contract Modification were not reasonably foreseeable at the time the contract was signed. The changes are germane to the original contract as signed, are in the best interests of the County and authorized by law.
· In accordance with Article 8, section 101 (1) of the Lake County Purchasing Ordinance, it is hereby requested that the Purchasing Agent be authorized to enter into Contract Modification #2.
· This contract modification will cost the County $44,000 charged to account #510-1430010-71150
