Joint committee action to delete uncollectable water and sewer accounts for Fiscal Year 2010.

Staff Summary

•                     Each year certain outstanding water and sewer accounts are deemed to be uncollectable due to bankruptcies.

•                     There are 73 accounts for FY 2010 representing a total of $25,854.59.

•                     A similar action was discussed at Committee on December 2, 2009, and as a result the Department has investigated the possibility of placing these debts as part of the County Tax Sale.  However because each of these delinquent accounts are a bankruptcy, the Chapter 7 discharge order eliminates the debtor’s legal obligation to pay a debt that is discharged.  Debts that are not discharged are specifically listed and would include taxes, student loans, domestic support obligations, etc.

•                     Joint Committee approval is necessary to delete these accounts from the utility billing records.
