Staff Summary
· On September 7, 2009, Lake County received program approval and award notification for Lake County’s Energy Efficiency and Conservation Block Grant Program (EECBG) as part of the American Recovery and Reinvestment Act in the amount of $5,658,700.
· One program area for EECBG funding is the Lake County Energy Retrofit Program, including the Administrative Tower Energy Retrofits with an allocation of funding in the amount of $2,900,000.
· Lake County desires to enter into a contract for comprehensive remodeling and energy efficiency improvements on four (4) floors of the Lake County Administration Tower as part of the Lake County Energy Retrofit Program partially funded by the EECBG program.
· Bids were called for by publication for the work which included demolition, replacement of perimeter glazing, mechanical, electrical and plumbing improvements.
· Invitations for Bids were extended to 103 contractors thirteen (13) sealed bids were received and Joseph J. Henderson & Son, Inc, Gurnee, IL is the lowest responsive and responsible bid in the amount of $4,540,000.
· Eleven (11) other bidders submitted bids ranging from $4,774,000 to $5,995,000 and one (1) non-responsive bid was received in the amount of $4,198,891.
· This agenda item was considered by the County Board at the September 14, 2010 meeting. In response to concerns raised at that meeting, this item was not passed by the County Board.
· After further discussion and clarification from staff, the Board considered and approved a motion to reconsider at the October 12, 2010 Board meeting. That motion places this item back on the agenda.
· This project will reduce energy usage and save energy cost while advancing required infrastructure replacements within County facilities.
