Staff Summary
* On April 26, 2021, a contract was issued to Insituform Technologies USA, LLC to rehabilitate 42-inch diameter sewers in the Wilson and Rollins Road intersection by applying a geopolymer lining on the inside of the sewer pipes.
* Prior to the construction being fully completed, Public Works determined that the geopolymer lining was not curing as expected and it was determined that an epoxy protective coating would adequately address this issue.
* Public Works had numerous discussions with the manufacturer and, in coordination with the manufacturer, have elected to proceed with a change order to have the epoxy protective coating applied.
* Change Order Number One directs the contractor to apply an epoxy protective coating over the geopolymer lining material applied in the sewer mains and related sewer structures to extend the longevity of the assets, resulting in an increased cost of $185,000 for the project.
* In accordance with Section 33.082 of the Lake County Purchasing Ordinance, when the total of change orders, contract modifications, or price adjustments on any contract approved by resolution by the County Board exceeds 10 percent of the original contract amount, approval of the standing committee in charge of the contracting department or agency and the Financial and Administrative Committee is required.
* This joint committee action authorizes and directs the Purchasing Agent to execute a contract change order with Insituform Technologies USA, LLC increasing the original contract value by $185,000 from $371,084 to $556,084.
