Joint resolution ratifying an emergency procurement authorized by the Lake County Sheriff’s Office with Streicher’s-Milwaukee of Plymouth, Minnesota for the replacement of sixty ballistic plates in the amount of $38,430.

 

Staff Summary

                     The Lake County Sheriff’s Office (LCSO) was notified by Homeland Security Investigations in conjunction with the Ohio Bureau of Criminal Investigations that hundreds of law enforcement agencies who have ordered ballistic protection from Shot Stop Ballistics and Vallmar may have purchased imported ballistic protection from China that does not meet or has not been tested to the National Institute of Justice (NIJ) ballistic testing standards. Purchases between 2019 through 2023 were part of this notification.

                     Since 2019, LCSO has purchased sixty ballistic plates for the LCSO TRT unit.

                     Based on the information provided by Homeland Security Investigations, LCSO removed these sixty ballistic plates from service and requested ordering replacements to be put back in service.

                     In accordance with Section 33.067 of the Lake County Purchasing Ordinance, LCSO declared that an emergency existed and to address the emergency the Purchasing Agent issued a purchase order to Streicher’s-Milwaukee for the replacement of sixty ballistic plates.

                     The cost of the procurement was $38,430, and this resolution seeks ratification of the emergency procurement.

RESOLUTION

 

WHEREAS, the Lake County Sheriff’s Office (LCSO) was notified by Homeland Security Investigations in conjunction with the Ohio Bureau of Criminal Investigations that hundreds of law enforcement agencies who have ordered ballistic protection from Shot Stop Ballistics and Vallmar may have purchased imported ballistic protection from China that does not meet or has not been tested to the National Institute of Justice (NIJ) ballistic testing standards. WHEREAS, since 2019, LCSO has purchased sixty ballistic plates for the LCSO TRT unit; and

 

WHEREAS, based on the information provided by Homeland Security Investigations, LCSO removed these sixty ballistic plates from service and requested ordering replacements to be put back in service; and

 

WHEREAS, in accordance with Section 33.067 of the Lake County Purchasing Ordinance, LCSO declared that an emergency existed and to address the emergency the Purchasing Agent issued a purchase order to Streicher’s-Milwaukee for the replacement of sixty ballistic plates in the amount of $38,430.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the Purchasing Agent was authorized to enter into a contract with Streicher’s-Milwaukee of Plymouth, Mn for the replacement of sixty ballistic plates in the amount of $38,430.
