Staff Summary
• Due to the nature of Public Works Capital Projects occurring over multiple years, this is a necessary annual appropriation request to carry forward previously appropriated funds into the current fiscal year.
• The vast majority of Public Works’ Capital Project carryovers for FY 2024 were included in the standard County Finance carryover request process going before the County Board in February 2024. There remains an additional $5,354,000 above the funds available threshold needing to be made available in FY 2024.
• Without this action, these projects will not have the budget authority required.

RESOLUTION
WHEREAS, Lake County authorized funding for Lake County Public Works operations for Fiscal Year 2024 as part of the Lake County adopted budget; and
WHEREAS, the Public Works Department has identified certain projects, items, and activities included in the approved Public Works Capital Improvement Plans with a need; and
WHEREAS, the Public Works Department had unencumbered amounts in prior years for certain projects not completed that now have additional funds encumbered; and
WHEREAS, the value of the additional funds is $5,354,000; and
WHEREAS, the funds have not been appropriated for Fiscal Year 2024 and an emergency appropriation is necessary to make the funds available. There are sufficient funds in the Public Works reserves to accommodate this appropriation.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $5,354,000 for Public Works operations is hereby authorized as modifications to the Fiscal Year 2024 budget.
