Joint resolution authorizing the acceptance and execution of a Justice Assistance Grant Violent Crime Reduction in Illinois Communities (JAG VCRIC) grant awarded by the Illinois Criminal Justice Information Authority (ICJIA) to the Lake County State’s Attorney’s Office for a domestic violence intensive treatment and diversion program for victims and offenders, including an emergency appropriation of $300,000 in federal funds, if awarded.

 

Staff Summary

                     The Lake County State’s Attorney’s Office has applied for a Justice Assistance Grant Violent Crime Reduction in Illinois Communities (JAG VCRIC) grant through the Illinois Criminal Justice Information Authority (ICJIA).

                     The grant term begins October 1, 2023 and ends March 31, 2025.

                     The Domestic Violence Prevention Program (DVPP) was created as a partnership between the Lake County State’s Attorney’s Office (LCSAO) and the North Suburban Legal Aid Clinic (NSLAC). This program will address the high incidence of intimate partner violence (IPV) within Lake County.

                     The Lake County State’s Attorney’s Office will act as lead agency, and partner with the North Suburban Legal Aid Clinic (NSLAC) as subgrantee, to provide services such as an incentivized intensive treatment program for offenders and ongoing victim support like legal housing and immigration services.

                     These grant funds will offset existing positions previously funded in the Fiscal Year 2024 SAO budget. Despite having funding for the positions, LCSAO successfully applied for and was awarded grant funding.

RESOLUTION

 

WHEREAS, the Illinois Criminal Justice Information Authority (ICJIA) posted a notice of funding opportunity for a Justice Assistance Grant (JAG) Violence Reduction in Illinois Communities grant program for the term starting October 1, 2023 through March 31, 2025; and

 

WHEREAS, the Lake County State’s Attorney’s Office submitted an application to reduce the high incidence of Intimate Partner Violence (IPV) within Lake County; and

 

WHEREAS, Federal program funding of $300,000 includes $166,585 to LCSAO for salary and benefits for a Domestic Violence Prevention Program (DVPP) Coordinator, a laptop and contract services and $133,415 to North Suburban Legal Aid Clinic (NSLAC) for a Staff Attorney experienced in IPV, laptop and marketing materials; and

 

WHEREAS, if awarded the federal grant amount of $300,000, it will be necessary to appropriate this amount; and

 

WHEREAS, the State’s Attorney’s Office recommends that the Chair of the County Board, the State’s Attorney and the Treasurer be authorized to execute the necessary documents to accept and execute the grant, if awarded.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the acceptance and execution of a Violent Crime Reduction in Illinois Communities (VCRIC) grant for the Lake County State’s Attorney’s Office, for the period of October 1, 2023 through March 31, 2025 is hereby authorized; and 

 

BE IT FURTHER RESOLVED, that if awarded, an emergency appropriation in the amount of $300,00 is hereby authorized for the VCRIC grant program as detailed in the attached chart of accounts; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office; and

 

BE IT FURTHER RESOLVED, that the Chair of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the grant award.
