Joint resolution accepting the Illinois Department of Public Health grant and authorizing an emergency appropriation in the amount of $350,000 for the Strengthening Illinois Public Health Administration grant.

Staff Summary
* The $350,000 Illinois Department of Public Health grant will be used to incentivize and reward existing staff members who have served the organization since the beginning of the pandemic.
* The $350,000 in additional grant funding has not been previously appropriated because the grant resources were secured after the County's adoption of the Fiscal Year 2023 budget.
* The grant award will be for the period July 1, 2023 through November 30, 2027.
* If grant funding for the positions and services end, and new funding is not secured, the positions and services will be eliminated.

RESOLUTION

WHEREAS, the Lake County Health Department and Community Health Center has received a grant increase delivered by our Prevention Unit; and

WHEREAS, these dollars will provide a legitimate increase in services to Lake County with no impact on local taxes; and

WHEREAS, this grant amount totaling $350,000 has not been previously appropriated, having been awarded after adoption of the Fiscal Year 2023 budget; and

WHEREAS, the proposed appropriation will be fully offset by the above referenced items thereby not requiring the expenditure of local tax revenue.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $350,000 is hereby authorized in the Health Department budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and

BE IT FURTHER RESOLVED, that the revenue budgets as identified on the attached listing be modified as provided by increased funding from the following:

Illinois Department of Public Health - Strengthening Illinois Public Health Administration, $350,000.
