Staff Summary
* HUD requires the submission of an AAP and associated amendments to govern expenditure of federal housing and community development funding for each program year.
* The third amendment to the PY23 AAP makes the following changes:
o Reallocation of $350,000 of Community Development Block Grant (CDBG) funds to Community Partners for Affordable Housing (CPAH) to acquire two single-family homes to be resold via the Community Land Trust (CLT) model.
o Reallocation of $200,000 of CDBG funds to CPAH to acquire a single-family home to be operated as an affordable rental property.
o Reallocation of $96,456 of CDBG funds to Clearbrook to acquire a property to be operated as a Community Mental Health Center (CMHC).

RESOLUTION
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan (AAP) to govern the expenditure of federal entitlement funding; and
WHEREAS, an amendment to the AAP is required to substantially change the purpose, location, scope or beneficiaries of a project; and
WHEREAS, the proposed third amendment to the Program Year 2023 AAP reallocates $646,456 of Community Development Block Grant (CDBG) funds; and
WHEREAS, the reallocated CDBG funds are going to support affordable home ownership via Community Partners for Affordable Housing (CPAH) Community Land Trust ($350,000), acquiring and preserving an affordable rental property for CPAH ($200,000), and the acquisition of a Community Mental Health Center to be operated by Clearbrook ($96,456).
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the third amendment to the PY 2023 AAP is hereby approved; and
BE IT FURTHER RESOLVED, that the Chair of the Lake County Board or their designee is hereby authorized to execute the necessary documents...
