Staff Summary
• Three members of the Board of Review (BOR) need additional assistance to complete the 2023 tax year hearings.
• On July 11, 2023, the County Board declared the number of appeals annually filed with the BOR created an emergency situation causing the need for an expanded BOR, and approved the appointment of 23 eligible individuals who have passed the BOR qualifying exam and have served regularly as alternate members.
• A recently held State Board of Review examination provided three additional qualifying candidates to serve as BOR alternate members.
• The Chair is authorized to appoint alternate members.

RESOLUTION
WHEREAS, Illinois Law (35 ILCS 200/6-25) provides that the County Board may appoint by resolution additional qualified members to the Board of Review to hear appeals under specific circumstances; and
WHEREAS, the Clerk of the Board of Review has determined that the number of appeals filed with the Lake County Board of Review has created the need for an expanded Board of Review to hear said appeals; and
WHEREAS, under this situation, the Chair of the Board may appoint additional qualified members to the Board of Review.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, the said additional members for an expanded Board of Review shall be the persons appointed by the Chair of the Board from the attached list of people qualified by virtue of their having passed the State Board of Review examination and as recommended by the Board of Review; and
BE IT FURTHER RESOLVED, that payment to said additional members shall be made from the present Board of Review budget and from the Chief County Assessment Office budget.
